Process

The Accident Appeal Board holds its proceedings and makes its decisions in Finnish and Swedish.

The Accident Appeal Board has three committees. Each committee has a legally trained chairperson, one member trained in medicine (physician), one member trained in law (lawyer), and one representative each for employers, employees and civil servants, and farmers. Decisions are made in committee meetings upon the presenter’s motion.

The proceedings of the Accident Appeal Board are subject to the Administrative Judicial Procedure Act (808/2019), unless regulations stipulate otherwise. The committees primarily decide matters based on written materials, but the Accident Appeal Board may hold an oral hearing if it considers one necessary for the investigation of the matter to be decided.

The Accident Appeal Board is also subject to the Act on the Openness of Government Activities (621/1999) and the Act on the Publicity of Administrative Court Proceedings (381/2007). Based on the above, the documents related to appeals that are made available to the Accident Appeal Board and the Board’s decisions are accessible to the parties concerned.
